2.3

The institution has a chief executive officer whose primary responsibility is to the institution and who is not the presiding officer of the board. (Chief Executive Officer)

Narrative: The chief executive officer of Orangeburg-Calhoun Technical College (OCtech) is the President. The President is to provide leadership, vision, planning, and assessment to assure that OCtech meets the service area’s need for a literate and technically competent workforce and that the College fosters economic and community development. The President oversees the operation of the College and reports directly to the Area Commission. The President’s Position Description delineates the duties of the office, and State Board for Technical and Comprehensive Education Policy 1-1-102: Functions of the Technical College President outlines the function of the office.

The President does not preside over Area Commission meetings and is not a member of that body. The Orangeburg-Calhoun Area Technical Education Commission is presided over by a Chairman selected annually by a majority vote of the Commission members. In accordance with Area Commission By-Laws, the Vice-Chairman presides over meetings in the absence of the Chairman.
