The institution provides instruction for all course work it required for at least one degree program at each level at which it awards degrees. If the institution makes arrangements for some instruction to be provided by other accredited institutions or entities through contracts or consortia, or uses some other alternative approach to meeting this requirement, the alternative approach must be approved by the Commission on Colleges. In all cases, the institution demonstrates that it controls all aspects of its educational program.

Narrative:
Orangeburg-Calhoun Technical College (OCtech) provides the course work required for all the associate degrees, diploma, and certificate programs offered on the campus. Courses for the eighteen associate degree programs are all offered on the campus of OCtech and can be found in the Orangeburg-Calhoun Technical College Catalog, 2004, on pages 105-183. In certain instances where class schedules do not match with student schedules, consortia relationships provide students with several options:

Community Higher Education Council (CHEC) - OCtech is a member of CHEC, an organization that unites three institutions of higher education in Orangeburg. This collaborative effort provides students the ability to enroll in one course per semester at one of the two other sister institutions at no additional cost to the student. The other institutions that comprise CHEC are Claflin University and South Carolina State University. All partner institutions are accredited by the Southern Association of Colleges and Schools.

South Carolina Tech Online – Prior to the Fall of 2004, Tech Online was an initiative developed and implemented through the State Board for Technical and Comprehensive Education (SBTCE) to provide a search engine for the entire catalog of online courses offered by every one of the sixteen technical colleges in South Carolina. It also served as a registration tool that initiated the request for the classes a student may need. This model was discontinued for the 2004-2005 school year. As a consequence of Tech Online no longer being made available in its initial format (Host/Provider Model), students have the option of registering with other technical colleges in the system as transient students and having the credit transfer back to OCtech (Transient Model).
OCtech actively participates in Tech Prep education as a member of the Orangeburg-Calhoun Tech Prep Consortium. Tech Prep curriculum links high school and two-year curricula by providing the background and skills required for rewarding careers. The Technical Advanced Placement (TAP) Manual is a special component of the program. It defines specific course articulation and enables qualified high school students to earn college credit at OCtech and gain advanced standing in college majors.
The quality of educational programs/courses offered through contractual or articulation agreements is monitored by the review and approval of the faculty and the requirement that all courses utilize the Catalog of Approved Courses and the College’s common course syllabus format identifying the minimum learning outcomes, the instructional materials, and the evaluation and grading criteria.
