Narrative: Orangeburg-Calhoun Technical College (OCtech) has adopted the Federal Office of Management and Budget’s OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations, whereby the Single Audit Act Amendments of 1966 were adopted to fulfill the financial and compliance audit requirements of federal grantor agencies. For purposes of implementing OMB Circular A-133, federal grant awards were made susceptible to audit, and the auditors concluded that the College complied with the applicable requirements in all material respects. Additionally, the auditors noted that they found no matters involving internal control over compliance and its operation that they considered to be material weaknesses. The auditors did disclose one issue regarding transmitted dates on Pell Payment requests. See discussion in 4.8. This issue has been resolved.
Federal grants that are audited at OCtech include the following financial aid programs:
- The Federal Work-Study programs
- The Pell Grant program
- The Supplemental Education Opportunity Grant program
- Federal Family Education Opportunity Loans
Additionally, the audit contains a report on the South Carolina State Lottery Tuition Assistance program.
