Narrative: The President of Orangeburg-Calhoun Technical College (OCtech) has ultimate control over all fundraising duties as indicated by the duties described in State Board for Technical and Comprehensive Education Policy 1-1-102 Functions of the Technical College President.

These fundraising activities include approval of grant submissions, soliciting funds from our counties, federal and state delegations, and borrowing monies.
