Narrative: The legal authorities for establishing the College’s mission are the SC Code of Laws Section 59-53-1020: Development of a Vocational Training Program, the South Carolina Code of Laws Section 59-53-1030, the South Carolina State Board for Technical and Comprehensive Education Policy 1-1-100 , and the Orangeburg-Calhoun Area Technical Education Commission By-Laws. The Area Commission is responsible for the oversight and revision of the College’s mission to ensure consistency with the mission of the South Carolina Technical Education System. On January 28, 1998, the Orangeburg-Calhoun Area Technical Education Commission approved the College’s mission. It was reviewed by the Commission and revised on November 19, 2003. The mission and purpose are published in the OCtech College Catalog. It states:

The mission of Orangeburg-Calhoun Technical College is to provide quality and affordable comprehensive education programs that will have a positive social and economic impact on the lives of the citizens of Orangeburg and Calhoun Counties and the state of South Carolina.
