Narrative: The College’s policy-making authority comes from the SC Code of Laws Section 59-53-1030: Powers of Commission, Policies Adopted by the State Board for Technical and Comprehensive Education, and the Orangeburg-Calhoun Area Technical Education Commission By-Laws Article 1 Section 1.1: Authority of the Area Commission. The College operates under the direction of its legally constituted Area Commission, which is empowered with the authority to adopt the policies necessary for the development, operation, and administration of the College.
In accordance with Area Commission By-Laws Article IV Section 4.1a: Employment of Personnel, the President is employed by and reports directly to the Area Commission. The President serves as the chief administrative officer of the College. She has full authority for the operation, management, and administration of the College in carrying out the policies adopted by the Area Commission.
Area Commission's approval of policies is reflected in Commission meeting minutes. Approved policies and administrative procedures are published in an OCtech Policies and Procedures Manual and are available in both electronic and printed form. The electronic version is available on the OCtech intranet. Policies are reviewed periodically and revised as needed. The Vice President of Business Affairs is responsible for the maintaining, updating, and revising of the manual as needed.

There is one non-profit corporate entity affiliated with the College. The Orangeburg-Calhoun Technical College Foundation is incorporated separately from the College, has its own Foundation Bylaws, and is governed by its own Board of Directors.
