Narrative: The authority of the Orangeburg-Calhoun Area Technical Education Commission to set policy is contained in the Commission Bylaws Article 1 Section 1.3: The Exercise of Authority. When the Orangeburg-Calhoun Technical Area Education Commission approves a new policy or amends existing policies, the College Administration is responsible for the development of appropriate procedures that are needed to implement the policy. As evidenced in Area Commission Minutes, 2004, there is a clear and appropriate distinction in both writing and in practice that the Area Commission has authority over the governing body and approves all policies.
The Commission passes new policies as needed and reviews existing policies on a three-year cycle. When the Area Commission approves a new policy or amends existing policies, the College Administration is therefore responsible for the development of appropriate procedures that are needed to implement the policy. This system is officially described in Orangeburg-Calhoun Technical College Policy 1.001: Policy and Procedure System.
Each procedure lists the department responsible for implementation. The member of the President’s staff assigned to the procedure is responsible for keeping these procedures current. Procedures are reviewed annually. While the Commission is the policy-making body, the President and her staff are responsible for the daily operation of the College.
The President and her staff regularly report to the Commission on important issues as evidenced by Area Commission Minutes.
